Design a minimum viable context layer

Steps

1. Take the two agent use cases furthest along and list the business entities they touch.
2. Reuse existing semantic models where they already hold the definition.
3. Choose the core entities and relationships for version one.
4. Assign owners, a versioning rule and a review date.
