Map one value stream for agents

Steps

1. Map the current process end to end, including waiting time and rework.
2. Mark the steps where judgment is needed and where it is not.
3. Redesign the flow with agents doing the routine work and people owning exceptions.
4. Define the checkpoints, the metrics and a first slice to build.
